Recreation Privileges Explained

Each parcel and dwelling unit that is assessed a Recreation Facility Fee is eligible to receive a combination of IVGID Recreation Passes and Recreation Punch Cards, totaling five, as suits their personal needs. These cards are paid for with the annual Recreation Facility Fee that is reflected on your Washoe County tax bill. IVGID Recreation Passes and Recreation Punch Cards allow the holder to pay a reduced rate at all IVGID facilities.
A property owner may pay a fee (one-fifth of 60% of the current Recreation Facility Fee) for each additional IVGID Recreation Pass and/or Recreation Punch Card, up to a total of five additional cards (with a maximum of three additional cards of either type). Any additional purchased passes may not be used for reduced rates at IVGID golf courses. The same policy applies to those property owners who pay a reduced annual Recreation Facility Fee and who do not receive beach privileges – individuals who fall under this classification may also purchase additional passes and/or cards at the original card value, excluding beach access and golf privileges.
IVGID Recreation Passes and Recreation Punch Cards are issued at the Incline Village Parks & Recreation Department Counter (located in the Recreation Center at 980 Incline Way) during regular business hours. Use of IVGID Recreation Passes and Recreation Punch Cards is detailed below.

Applying for an IVGID Recreation Pass or Recreation Punch Card
Property Owners and Family Members: For each member of the family to receive an IVGID Recreation Pass, the Owners Application for Recreation Privileges form (PDF) must be completed and signed by the owner of the property. (The “Family Tree” description is on page 2 of the form.)
Renters/Tenants: If you are renting a property in Incline Village/Crystal Bay, you must provide all of the following information when requesting an IVGID Recreation Pass or Recreation Punch Card at the Recreation Counter:
- Assignment of Recreation Privileges for Renter/Tenant form (PDF), with each tenant’s name, filled out and signed by the property owner or the authorized agent
- A copy of your current, valid lease agreement
It is acceptable for the above forms and documents to be mailed, emailed or faxed. Please also email a .JPG photo of each applicant with their name in the file to the email address listed on the document.
IVGID Recreation Pass 
- May only be used by the person to whom it has been issued, similar to a driver’s license.
- An IVGID Recreation Pass, formerly referred to as an IVGID Picture Pass, has a photo of the person to whom it has been issued
- Issued for a term of six months to five years.
- $15 replacement fee if lost or stolen.
Beach Access Parcels – An IVGID Recreation Pass with beach access offers the following privileges:
- Free admission to Incline Beach, Ski Beach and Burnt Cedar Beach and pool area for the pass holder; with guest admission for a fee.
- Boat ramp access at Ski Beach for a fee.
- Reduced rates for golf, ski, tennis & pickleball, hunting, recreational programs and the Recreation Center, on either a daily or seasonal basis.
- Reduced rates for rental of The Chateau at Incline Village, Aspen Grove, park areas and all athletic fields.
No Beach Access Parcels – These are parcels for which property owners pay a reduced annual Recreation Fee and, as a result, do not receive beach access privileges. For information on beach entry as a guest, click here. A “No Beach” IVGID Recreation Pass offers the following privileges:
- Reduced rates for golf, ski, tennis & pickleball, hunting, recreational programs and the Recreation Center, on either a daily or seasonal basis.
- Reduced rates for rental of The Chateau at Incline Village, Aspen Grove, park areas and all athletic fields.
Recreation Punch Card
- Issued in lieu of an IVGID Recreation Pass.
- Completely transferable – can be used by anyone who possesses it.
- Issued as an electronic scan card with an initial stored value. Value is reduced with each use.
- Must be renewed annually after June 1.
- A Recreation Punch Card will expire the following May 31 regardless of when it is issued.
- $15 replacement fee plus payment of any amount used if lost or stolen. Cannot be replaced if completely used.
- Additional Recreation Punch Cards can be purchased at the original value associated with your parcel’s punch cards.
- Additional Recreation Punch Cards do not have golf privileges and some limitations apply.

Punch Card Updates for 2025-26
- Parcels without beach access have Punch Card values of $86 each for 2025/2026.
- Parcels with beach access have Punch Card values of $165 each for 2025/2026.
The Recreation Punch Card can be used to pay for any of the following privileges:
- For beach access parcels – the full cost of guest access to the beaches, pool, and daily boat launching fees.
- For all parcels – the difference between the regular rate and IVGID Recreation Pass daily or hourly rates at the Recreation Center, Tennis Center, Diamond Peak Ski Resort, and IVGID golf courses – the IVGID Recreation Pass rate must still be paid.
- For example, if the regular rate for an adult lift ticket is $165 and the Recreation Pass holder rate is $35, we would deduct $130 from your Recreation Punch Cards and you would only have to pay $35 via a credit card at the time of purchase. If you didn’t have $130 on your Punch Card you would have to make up the difference with another Punch Card or your credit card. The Punch Card essentially buys down the rate to the IVGID Recreation Pass rate. You or your guest will still have to pay the IVGID Recreation Pass rate ($35 in this example).

Recreation Pass FAQ & Tips
We’d like to remind all IVGID Recreation Pass holders (aka Picture Pass holders) to please bring your Picture Pass with you every time you visit an IVGID-managed venue if you’d like to receive your special IVGID discounts. And please be courteous to our front-line staff when they ask to see your pass! They are simply doing the job our community and our Board of Trustees has requested of them by asking for your pass.
But can’t you just look me up?
Our front-line staff at the venues (Beaches, Golf Courses, Tennis & Pickleball Center) often get asked why we can’t just look Picture Pass holders up in our database. The short answer is that the check-in/check-out stations at our venues do not have access to our IVGID resident database, so they cannot see whether you have a Picture Pass and whether it’s active.
And the extended answer is that, even if it was possible, looking up a resident and verifying privileges is a lengthy process that takes time and knowledge of Ordinance 7. This is a function only venue managers have access to, and if we were to look up even a few residents, it would significantly slow down our service to you and other guests looking to check-in/out.
I’m in there all the time and you know me. Do you really need to see my pass every time?
Yes. Even if you visit the same venue many times this summer, please bring your Picture Pass with you for EVERY visit.
Picture Pass holder status and privileges can change on a daily basis, and our staff must verify that your privileges are active every time they provide a discount (or access at the Beaches). In order to continue to offer discounts to IVGID Picture Pass holders, we need to ensure that only those who are entitled to the discounts are receiving them, and that means scanning your Picture Pass every time.
Pro Tip: Take a photo & store on your phone
We get it – it can be difficult to remember your pass when you’re heading out to play. But what’s the one thing we all carry around with us everywhere these days?
Yup, your smart phone! And guess what, it has a camera. So take a photo of your Picture Pass and save it on your phone somewhere easily accessible. (While you’re at it, take photos of all the Picture Passes in your family.) Then you can simply pull up the photo and our staff can scan the barcode as if it were your actual pass. Easy-peasy!

Punch Card FAQ & Tips
Punch cards are meant to add convenience to your life, but the math behind them can get confusing. Let’s break down some commonly asked questions…
How do you compute the value on a Punch Card?
The value on a Punch Card depends upon whether your parcel has beach access (and thus pays a Beach Facility Fee, plus the Recreation Facility Fee) or not (and thus only pays the Recreation Facility Fee). For the 2025-2026 season, parcels with beach access will get Punch Cards with $165 worth of value loaded on them. Parcels without beach access will get Punch Cards with $86 worth of value.
The IVGID Board of Trustees annually determines the amount charged for the Recreation Facility Fee (RFF) and Beach Facility Fee (BFF), as well as how much of that value can be applied to Punch Cards. For 2025-2026, the Recreation Facility Fee was set as $720, while the Beach Facility Fee was set as $655, for a total of $1,375 for most parcels. Of those amounts, the Board determined that 60% would be available as potential Punch Card value, with each individual Punch Card having a value of 1/5 of the total potential value.
So for a parcel with beach access: $1,375 is the combined RFF+BFF x 60% = $825 / 5 punch cards = $165 individual Punch Card value.
For a parcel without beach access: $720 RFF x 60% = $432 / 5 punch cards = $86 individual Punch Card value (when rounded to nearest dollar amount as required).
Can I use my Punch Cards at all IVGID venues?
Yes. Punch Cards remain value at any venue, in accordance with the guidelines outlined in IVGID’s Ordinance 7.
Can I reload my Punch Card?
No. Punch Cards cannot be reloaded in the same fiscal year they were issued. If additional Punch Cards are required, you can purchase up to three more in most cases. For inquiries, please contact the Parks & Recreation Department Counter staff at 775-832-1310 for further information.
If I want to switch my Punch Cards to IVGID Recreation Passes (aka Picture Passes), how do I do that?
