

IVGID Facility Fee FAQ
Each year, the Incline Village General Improvement District (IVGID) establishes an annual Recreation Facility Fee and Beach Facility Fee – collectively referred to as the “IVGID Facility Fees” hereafter – collected from property owners within the District through a levy placed on their property tax bill. The Washoe County Tax Collection Office collects these fees on behalf of the District. These fees are determined based on the revenues required to support debt, capital expenditures, and operations for the District’s various recreation and beach facilities. Combined with service charges collected for facility use and program activities, these revenues sustain the operations funded by the Community Services Fund and Beach Fund.

Q: What are the amounts of the Recreation and Beach Facility Fees for fiscal year 2025-26?
A: IVGID residents are billed for both a Recreation Facility Fee and a Beach Facility Fee, which for this upcoming tax year includes a $720 Recreation fee and a $655 Beach fee respectively – a total IVGID tax bill of $1,375 this fiscal year.
Q: How much did the IVGID Facility Fees increase this fiscal year?
A: Over the years, the Recreation and Beach Facility Fees have varied, and many taxpayers will have noticed a significant year-over-year increase this tax year compared to last year. The table below illustrates the two fees and the combined amount going back to fiscal year 2008-09:

Q: Why did the fees go up so much this year?
A: Looking at the table above, you’ll notice that from fiscal years 2008-09 through 2022-23, the total IVGID Facility Fees stayed fairly stable – starting at $760/year, going up to $830/year, then back down to $780/year for the final two years of that period. Then, in fiscal year 2023-24, there was a significant cut in the IVGID Facility Fees – from $780 the year prior to $455 (with $0 allocated to the Recreation Facility Fee that year). The next fiscal year (2024-25) also featured a reduced overall fee of just $450. These dramatic reductions in facility fees have impacted the District’s finances, requiring the District to deplete financial reserves to pay for operational, capital and debt expenses. Those fund reserves are severely diminished.
With many expensive capital improvement projects under construction or in the planning phases now, the District’s Board of Trustees made the decision to increase IVGID Facility Fees this fiscal year to ensure the District regains financial sustainability and ability to manage and maintain capital facilities as it strives to meet the community’s expectations moving forward.

Q: What are the long-range plans for the facility fees? Will they go up more?
A: This largely depends upon what major expenses the District will have in the future. Big-dollar capital improvement projects such as the Incline Beach House Project and/or Snowflake Lodge Replacement Project will require revenues from the IVGID Facility Fees – so depending on the scope of those and other projects, the fees may go up or down in the future.
Q: What benefits do I get from these fees?
A: In short: IVGID beach access* and discounts at IVGID-run venues and programs.
The long answer: Each parcel and dwelling unit that is assessed an IVIGD Facility Fee is eligible to receive a combination of IVGID Recreation Passes and Recreation Punch Cards, totaling five (5), as suits their personal needs. These cards are paid for with the annual Recreation and Beach Facility Fees that are reflected on your Washoe County tax bill. IVGID Recreation Passes and Recreation Punch Cards allow the holder to pay a reduced rate at all IVGID facilities and provide access to the restricted-access IVGID Beaches*. Q: If I only live in town part-time, why do I have to pay a full year’s worth of fees?
A: Much of the Recreation and Beach Facility Fees go toward paying for capital improvements throughout the District and/or debt management for bonds used to improve the quality of IVGID’s venues/facilities for all. These investments provide great community value and have a positive impact on all parcel owners’ property values and overall quality of life in our community.
Q: Wasn’t there a mistake on the tax bill I will receive from Washoe County?
A: Yes, IVGID customers initially received incorrect tax bills due to an inadvertent transposition error on the files which occurred when IVGID submitted its Recreation and Beach Facility Fees to the Washoe County Treasurer’s Office.
