Discontinuation of Senior Transportation Program
Beginning August 1, 2026, the Senior Transportation Program run by IVGID will be officially discontinued.
The District’s decision is twofold. First, the IVGID Board of Trustees has been informed by the District’s legal counsel that directly providing transportation services is outside the scope of the District’s authority under Nevada Revised Statutes governing General Improvement Districts. While IVGID has been proud to provide this service for many years, transportation is not one of the core services authorized for the District to operate independently.
Second, the Senior Transportation Program has historically been provided through a partnership with Washoe County. Following discussions between IVGID and Washoe County, the current agreement will not be renewed, and Washoe County will instead continue working with the Regional Transportation Commission (RTC) and other potential partners to explore long-term transportation solutions and funding opportunities for the community.
We recognize that this program has been an important resource for many residents and understand the impacts. We appreciate the opportunity to have served our senior community and remain committed to assisting Washoe County, RTC, and other partners as they evaluate future transportation options for Incline Village and Crystal Bay.

The Senior Transportation Contract with Washoe County expired on June 30, 2026. Under this contract, the District provided a once-a-week trip to Reno, a once-a-week trip to Carson City, and on call rides locally for local runs. For that service, the District was paid $17,000 annually. The District provided 378 rides over the previous fiscal year with a total of 64 unique individuals in the District requesting those rides.
At some point, the District added an airport shuttle. There were 681 airport shuttle runs during this time delivering 233 unique individuals. This program has been discontinued as of June 30, 2026.
In Fiscal Year 2026 (ended 6/30/2026) the District spent $323,250 to provide these services and received $110,000 in revenue. This program produced an annual loss of $213,250. Every airport run was provided at a loss, depending on the vehicle, between $100 or $127 per ride. There are also alternative public transportation routes for the airport shuttle where residents can park at the Recreation Center for free and ride the shuttle for $99. The other consideration for the program discontinuing is the legal determination that providing transportation services is outside of the delegated legal authority under the Nevada revised statutes creating General Improvement Districts. IVGID is legally authorized to provide water, sewer, waste, and recreation services. An IVGID program needs to either be that service, or provided in support of that service, for example Diamond Peak skiing is a core recreation service. The Diamond Peak shuttle supports that recreational service and takes pressure off the limited parking that can be available at times on-site. Shuttle rides to the Reno airport are not part of the core services authorized by the Nevada Revised Statutes.
What is the solution? TART Connect needs to return to Incline. Currently tax revenue collected on Short Term Rentals is earmarked to support the Reno/Sparks Convention and Visitors Authority, Washoe County general fund for county wide services and emergency management, and to the Nevada Division of Tourism. Of all the taxable room revenue, only 3.3125% goes to the Incline Village Crystal Bay Visitors Bureau. However, IV/CB is home to approximately 96% of the Short-Term rental units available in the County.
If only a small part of that revenue could be earmarked locally to Incline Village, it could fund the TART Connect program that was cancelled in this area which would resolve the challenge of local transportation options.
